Description: The intent of this research project will be to shed light upon the economic interactions between electric utilities and co-ops, and independent wind energy producers in Minnesota. The deliverable product of this research is intended to be a Wind Energy White Paper that provides objective assessment and recommendations for improved efficiency in Minnesota's renewable energy markets. There is an extraordinary imbalance of market power between wind developers and utilities that has the potential to retard the growth of wind power and to unevenly distribute the economic benefits that are generated. This research project will deliver a clear picture of the obstacles facing the industry, by studying the economic motivation of utilities and developers, and the regulatory environment that govern their interactions.
